One option I have found useful is to open up the Camera app on your phone. Go to a window or stand outside*. Take a picture of the sky. Go to your Photos app and find the picture. Look at it to see what the weather is doing.

*I recommend noting the outside air temperature if you use the stand outside option

Or just look outside. A weather app came on my phone damn thing bugs me every day alarming me to tell me the weather.
