Current NCAA transfer rules directly from the NCAA website:

Transfer terms

One-time transfer exception: If you transfer from a four-year school, you may be immediately eligible to compete at your new school if you meet ALL the following conditions:

  • You are transferring to a Division II or III school, or you are transferring to a Division I school in any sport other than baseball, men's or women's basketball, football (Football Bowl Subdivision) or men’s ice hockey. If you are transferring to a Division I school for any of the previously-listed sports, you may be eligible to compete immediately if you were not recruited by your original school and you have never received an athletics scholarship.
  • You are academically and athletically eligible at your previous four-year school.
  • You receive a transfer-release agreement from your previous four-year school.
That is a form all transfer players must get signed, it's used to keep other coaches from recruiting you until you are released from the university, coaches and universities are not allowed to not sign transfer papers when a player leaves. That's a release form basically stating you no longer have any ties to the school you left. The only way that doesn't get signed is if you owe the school money or are in possession of school property.

Saban refused to grant a release and blocked Maurice Smith from transferring to UGA until SEC intervened.

"Smith wanted to follow new Georgia head coach Kirby Smart, his former defensive coordinator at Alabama. When Smith originally met with Alabama coach Nick Saban in June regarding the matter, Saban told Smith that he would not release him to an SEC school, according to a letter Smith wrote to the Alabama appeals committee and obtained by the Atlanta Journal-Constitution."

SEC allows Smith to transfer from Bama to UGA

A K State player asked for a release to one of 35 schools but Bill Snyder refused a release to all 35 programs:

"Kansas State wide receiver Corey Sutton is looking to transfer away from the program, but according to him, his scholarship release is not being granted.'

Snyder blocked a player’s transfer list of 35 schools

Miami blocked Evan Shirreffs transfer request:

"Shirreffs said Miami originally blocked him from transferring to an ACC school or a nonconference opponent in 2018 and ‘19. But he won an appeal with the NCAA, which allowed him to transfer to North Carolina, Duke or Virginia - all of which have MBA programs. "

These are all old cases before the NCAA made a rule change. Some conferences had a rule stating you could not transfer to teams within your conference without sitting out a year, conferences can no longer have that rule.

About as bad of a joke as you guys thinking Newman will be a Heisman contender this year. Go and look at his stats against the top 4 defenses Wake played last year....in the ACC. But at least you’ve already recruited over him with Daniels. Hell, y’all may just have two Heisman winners in the same year!!
