Years ago upper management was promoted from within because it was felt you needed to know your business and customers from the ground up. Then the flavor became any good manager could manage so you'd go hire the hungriest next big thing you could find.
So now to know how to manage you have to have empathy for everyone even if they are not in your group of stakeholders?
