if they don't have an online component, there's no need for a headset unless it's a game like Rainbow Six: Black Arrow where you can use voice commands with your squad in the single player game.
I'm looking forward to GoW coming to the PC. I'm not willing to buy a 360 just yet (waiting for the 65nm cpu's and Halo 3). It's going to run on DX9 hardware and windows xp too, which is good for someone like me who has no desire to switch to Vista.
As for when it's coming, it'll probably be a Christmas season 2007 release, meaning mid-November.
Headsets are used with most online computer games. Granted, some setups are better than others, but there's always a solution like Teamspeak, XFire, etc.
Another beauty of Live...just plug the headset in and start gaming.
