It's obvious you guys have never lobbied an appointed or elected official before.

Send paper copies of this letter or similar, registered with signature required. Send them by the thousands. Each one has to be signed for individually. Make sure to make the envelope neat and nondescript. Keep the wording in the letter brief and to the point. Request follow-up correspondence. A couple weeks later, call to follow up.

Email is easily filtered and your email address is easy to block. Registered mail goes through and calls are logged.

It's easy and effective.
