Want an MLB team in Tennessee?

I always thought it would be kinda cool.

Just wondering what would be required to make this happen. MLB rules and such.

Early 90's when the league was expanding to 2 teams. I remember there was a layout of a proposed new stadium North of the city. The winners turned out to be Denver and Miami.
