Do the Mountain West officials

Once the whistle blows and the play is blown dead and called incomplete, it can't be reviewed.

They were too busy apologizing to Bulimia to make a proper call. The incomplete signal from them was way late.

Those guys had a hard day and I have never seen it take so long on replay. Thank goodness they got the Briscoe fumble right. Wisconsin's coaching staff seemed to intimidate them at times. The QB took a beating because he wanted to keep running. That is the price you pay.

I thought that the rule was adjusted to allow players to play through the whistle (and allow more replays) - or was that in the NFL?

Yeah I hate the rule. If they have the rule like that then the refs should never blow the play dead and let it play on so they can replay it if they called it wrong on the field - which they did on that play.
