I doubt he wants to walk in to a complete rebuild. My money is on the Giants but the Falcons are a close 2nd. Think he is a pipe dream for the Titans.
Titans have a young, improving, mobile QB, drafting early, a stud DT, a new stadium coming and a boatload of cap space. Not exactly terrible. Titans needs more playmakers, but they have the draft capital and the cash to get them. Might take another season to get on track, but the potential exists.

I don't know why the new stadium is brought up for a coaching hire. it has no impact on the HC. no impact on the team.

unless he can actually fill up the stadium, assuming its bigger, it doesn't help him the slightest.
his pay isn't going up because of the new stadium. he doesn't get a better draft pick out of it.

unless there was something actively wrong with the old stadium, there is no impact from the new stadium.
