1. These riots give his base something to dwell on other than COVID so yeah, that energizes them.

Since the NAACP and SPLC have existed for a century/decades respectively, I'm not sure that you can consider these literal riots to be on anywhere close to equal footing. Also, the Stonewall Inn riots were isolated to one neighborhood in one city and (to my knowledge) didn't lead to any deaths.
