I suppose they could, but what would be the point? The entire purpose of playing an FCS team is to get a cream-puff that you can pay to play you at home.

Plus it's a home game for the FBS team which is what they want and the FCS team gets a very nice payday to (in most cases) be a punching bag for a day.

And IF it were at a FCS school, in most cases you're talking about a stadium that probably seats at most around 25K, in most cases less.
