Fwiw the pre-rule waiver rate was something like 65% iirc.

But the NCAA Transformational Council is also more likely than not to pass a rule on Aug 3rd to make all transfers (2nd, 3rd) immediately eligible.

Thats what I am thinking as well.

NCAA only cares if you've transferred before or not. The bylaws don't address such. But would imagine the waiver committer would.

No the NCAA rules state the following: if transferring to Bama it’s immediately approved up to the 10th year of eligibility. Anyone else we have to think about it for 6 months.
