I believe it's one of the "pool" bowls that are assigned by the conference after the NY6 and Citrus Bowls pick. It alternates with the Duke's Mayo Bowl in odd numbered years. But I could be wrong about that.

It’s not a crappy bowl. It is now played in the new stadium which is really nice. Also would much rather go to Vegas than Charlotte or Orlando. Plus will be a matchup with a PAC 12 team instead of the usual Big 10 teams.
