They should let players with only 1 year of eligibility left transfer at will and be eligible to play. Scholarship limits should be lifted to make room for these players on the teams they choose to transfer to.

Basically one and done transfers to play in their last chance year.

Big 10 & Pac 12: The real damage could be recruiting, and then program departures. I truly think Nebraska, Iowa and others could be super upset, and the fal-out could spill over.
