So I remember reading when the SEC changed some of its rules on signing a couple of years back, that it would do away with back counting to a previous class, so if that is the case how does that effect this year's class?

Reducing the scholarship ceiling from 28 to 25 prospects. Additionally, the league has done away with back-counting, meaning a junior college player who signs in December would count toward the number in the February signing class.

SEC caps signees per team at 25, down from 28 - ESPN

Or am I reading the rule wrong?

If you sign less than 25, say 23, then 2 EE's of the next years class can count towards the last years class. If you sign the full 25, none can be "backcounted".
Tamu got a break on this for coming to SEC and can sign as many as they want to get to the 85 scolarship limit. They will not sign all the commits they have right now.

I believe Tennessee can enroll 27 if they sign at least two EE's. They only enrolled 23 last year.
