saw this on Reddit, figured yall would be interested in reading the changes that were approved.

The Playing Rules Oversight Panel met this week and approved all 3 proposed rule changes. All three are relatively minor changes that will only affect a few games per year, but all are safety related. This was a "non-cycle" year, so only safety related changes could be made.

1. Pants and knee pads must now cover the knee. Previously, it was only "strongly recommended" that they cover the knee.

2. The horse collar rule now includes the nameplate portion of the jersey. Previously, to be a foul, the defender had to actually get his hand inside the jersey or shoulder pads to have a horse collar. Now, grabbing the nameplate and immediately pulling the ball carrier down is also a foul. Note that it still has to be an immediate pull down. We're still looking for a jerking motion and knees buckling. Just like before, if the defender grabs the nameplate (or inside the collar) and then rides the ball carrier down without an immediate pull down, it is not a foul.

3. The NCAA followed the NFL and made leaping/hurdling the line illegal on field goals and kick tries. Previously, this was only a foul if you hurdled over an opponent or leapt and landed on an opponent. Now it is a foul no matter what. It is important to note that this does not apply to players who are stationary within 1 yard of the line of scrimmage at the snap. So down linemen will still be able to jump to try to block kicks.

I was wondering how guys like Dobbs got away without wearing leg pads. I didn't know they weren't actually required before now.

2020:

Contact with a player of the opposing team or same team is considered a foul.
All snaps must be taken from the shotgun.
One hand within 6 inches of opposing player is considered a tackle.
One hand within 3 inches of a kick is considered a block.

What I'm pissed off at most is the new rule concerning hiring HS coaches (not that it'll affect me).

Schools cannot hire an off-field coach from a school from which they've recruited a player in the last 2 years.
Schools cannot recruit a player at a school from which they've hired an off-field coach within the past 2 years.

Effectively gives schools/coaches a 4 year window. More than anything, it punishes the hard work and success of HS coaches with aspirations of coaching in college. Those advisory, off-the-field roles are how HS coaches make the transition from Friday games to Saturdays. Now the NCAA has taken that stepping stone away.

The rule changes that you mock are fairly mild, and probably better for the players.

If the coach is that good, hire them as one of the ten. The off field positions create an opportunity for some shady business. Steer recruits our way and land a job on our staff.

Does it count if you don't land any of the recruits from the school? Or is it just the fact you were recruiting them?

The no horse collar rule is a good one.

Don't worry, there will be plenty of collisions to be seen in 2017. It's almost a car crash every play.

That's ridiculous. The rules of football have been changing for 100 years and it's usually in the interest of safety. If the rules don't evolve, the game dies.

So have the size and speed of the players. Want to make the game safer? Put overall weight limits on the players.

... And since that's not going to happen, they've made rules to take the flying wedge, helmet hits, helmet slaps, horsecollars, spearing, chop blocks etc out of the game.

They have about jumped the shark on safety rules and you think I'm joking but one day football will be dead as we know it or we address players size.
