I didn't have CS3, so I couldn't tell you by comparison, but CS4 has a ton of features.

I'm sure they would, but you may have to either reinstall them or move the files. If you download the upgrade in an inexpensive manner :wink:, and just upgrade instead of reinstalling, it may work.
