These are recruiting rankings from 1992-2001. This was in column by Jacob Luft on CNNSI.com in 2002 and it shows Allen Wallace and Tom Lemming's rankings (pre-rivals). I completely hijacked from some random blog so don't shoot the messenger.
The best way to build championship programs is to have multiple top 10 recruiting classes-something Tennessee hasn't done in a long time. We need recruiting continuity and Butch might just be able to do that.

How does Tennessee not have a top ten class the year after winning a National Championship???

Interesting, the thing that stands out the most to me is recruiting wasn't even in the top ten in 99 after winning the NC.

you know what i notice? there's only about 3 SEC teams listed every year in each of their top 10's, each year.

that is definitely not the case now. you may have double that or more in the top 10 now all from the SEC. coaching and recruiting all around in the SEC has gotten much more competitive in the last 10 years.

Number of SEC teams that were consistently great in the after the 90: much more than 2!

Time have change and our conference is much stronger, especially in recruiting. Much more of an uphill battle for the Vols/Butch, but I think he can get it done.

SEC Teams in top 10 on Rivals

2010: 5
2011: 4
2012: 3
2013: 5
2014: 7
2015: 6 (as of now)

Tennessee only in there 2010 and 2014. I know this is beating a dead horse, but since we are projected to be there again next year it bodes well for our future but it also shows that the SEC will be a gauntlet.

Does butch get credit for his "first recruiting class when he came in towards the end of the '12 year or that is not his first year?

I say the only credit Butch gets for that class is holding it together enough to complete a roster.

Man those were the good ole days! Butch will bring us back to elite level very soon!
We also had a bunch of highly rated kids that never made it.

It usually takes a year to see the impact of a championship. Remember the Fiesta Bowl was only a month before 1999 signing day. We had a top 5 class in 2000.

You need to have some kind of algorithm for success on the field. It always seemed like Fulmer had some pretty sad busts on highly ranked players that drowned, got homesick, didn't qualify academically, got arrested, etc., etc.

Ivan zenon was the only one to drown wasn't he.
