He has it wrong and he sat there when they explained it. You can still stem. All 4 if you like. What you cannot do is 2 DL stem, and the 3rd DL “flinch”. If they do, that’s a penalty. Think of it as a DL doing a false start. Really has nothing to do with stemming.
