We had this problem too when I played defense in High School Football. I overheard officials discussing we are going to make it easier on this team.

You just can't expect our dline to get sacks when it is like that. I'm sorry to suggest this but change the game by bringing in some more officials specifically to watch. According in to what i have seen the game would be 17-7 TN if holding was called.
