I haven't seen anywhere that says businesses who aren't part of the university have to disclose anything. Only NIL paid for by the university has to be disclosed.
Those numbers people keep quoting are complete guesses. Players don't have to disclose non school funded NIL deals. IU as a university is 28th in spending. IU's boosters (i.e. Cuban) can buy players without telling anyone, so we have no idea how much NIL money Cuban dropped.
