Certain boosters came out of the last coaching search with egg on their face... They are back in charge now. Hence why the FU money wasn't used to hire a coach. Also the probable reason the new AD was told to tell the fan base to STFU.

It is obvious that he was told by someone that he could not use the "FU" money. People forget that that there is more than one set of boosters.

I seriously doubt anyone legitimately turned the job down. If so he asked the wrong people. He was told who he could not hire.

I wonder if anyone was promised a better station in life if certain details came out about the program...

IMO he was told to make it a point to tell the fans to STFU. A lot of egos were stepped on during the last coaching search. Those people are now running the show once again.
