Kiffin is just a more established name in coaching than Heup. Kiffin was already a (failed) NFL head coach when Heup was OU's QB coach. He gets the benefit of the doubt because of his longevity, stint at Bama, multiple offensive styles over the years, and what he did at Ole Miss.
