I agree that an animal life is far less valuable than a human life. However, its still pretty serious to enjoy inflicting pain on an animal. Life in prison is prob extreme, but I'd be fine with life probation and counselling.
It's just an animal. Big deal. He gets more time than some people get for actually hurting real, live human beings. Not just some animal.

One year in prison? It would be the death penalty if he did this to a human.

The point is, people capable of doing this to an animal are more than capable of doing it to a human.
I obviously don't think her should get the death penalty or anything but acting like this behavior should go unpunished is just silly.
Do you think individuals who eat dogs should be punished?
Do you think individuals that eat veal (certainly a horrible life for a young calf) should be punished?
Do you think individuals that eat foie gras (a very gruesome treatment of animals) should be punished?
What about individuals that employ mouse traps in their homes, or worse the mouse stickers in which the mouse starves to death?
What is qualitatively distinct about a dog that should make it a crime to treat inhumanely (i.e., not as you would treat a human)?
Everyone is capable of killing another human; maybe we should just lock up everyone else...you know, just to be safe.
