Here's where I disagree. I think the content was as you suggest but he did not sell that a single bit. The junior-psychologist in me would say that he did buy what he was selling.

Maybe teachers should realize (like parents) they are trying to do the best for their child and if they dispute something it isn't a knock against your professionalism.

I can't read him correctly. Previously, the rhetoric didn't match the policy, now the rhetoric does. Befuddling. If he's sincere, I like it.

We are gonna cut spending but spend more.
We are gonna end the war but continue to deploy troops.
We are gonna make our educational system better by growling at it.
We are gonna better health care by spending less.
