Subsidies are when the government GIVES money to a company.
This is a tax incentive, which is the government NOT TAKING as much money from a company.
its still a net gain for the company, but thru two vastly different mechanisms. The subsidy you claim would be the big government option, tax incentives are the small government option. its literally less government involvement in the matter. I guess it really comes down to if there are strings attached, but on its face letting a company keep more of its money is different than the government giving the company someone else's money.
There are typically a lot of "subsidies" involved in Kentucky incentive packages....
"Subsidies" = Training grants, grants to offset facility cost, etc. Issue with these type of "subsidy-heavy" incentive packages is that it can lead to more political decisions. Does Beshear give this same package in a red area of the state, for example. Huge issue in TN is two comporable projects can get wildly different packages based on blue vs red.
