I think its an interesting discussion, I couldn't find any hardline percentage on what is considered "genocidal" vs "just war" to give me a solid reference point. I would say you would need to only look at civilian populations lost. killing soldiers is pretty much always going to be an act of war.
Palestine has lost 3-5% of its civilian pop. Germany lost .6% of their civilian pop. Japanese civilian losses were much worse than german, about 1.4% of their civilian pop. for reference approx 30% of the worldwide Jewish population was lost to the Holocaust.
based on my completely arbitrary "feels" I would argue our treatment of the germans wasn't genocidal, but the japanese could be argued as genocidal.
especially as at some point we were directly fighting in Germany, we never made it to Japanese soil.
