again, CATO wasn't the one asking the questions. It was from the Census. CATO just looked at the data the census gave them.

CATO isn't making any assertion beyond what the census says.

Yet they knew English. Tabulating the answers like that gives the same measure as asking in yes or no format.

You're reaching. It's not about people in Nepal and combining the three answers makes it the same format as was asked earlier.
It does not. Define speaks English but not well. Does that mean can have a conversation in English? Can I ask for directions in English? Can I order food off of a menu? Can I speak with a doctor? Can I say “hello” or “goodbye”? There’s enough variation in what constitutes “not speaking English well” to render the question and thus the study useless.

The study itself brings up the issue of proficiency standards but then says we included it anyway. You’re arguing against the studies’ own methodology in order to say the study is valid.

Those who spoke a little English were likely to say yes to 'do you speak English?' in both time periods. It's apples to apples.

We are royally screwed if we don't figure out how to get more people immigrating here. The population replacement rate demands it. Doesn't mean we can't be selective.
So why are white/black people (traditional America) having less kids in their USA? And white people on a much broader scale internationally. Culture is being purposefully articulated to make the youth not want to breed to make this convenient and intentionally genocidal excuse. But yes indeed, instead we are importing r-selected cultures not made for modern civilization. Now we are royally screwed by flooding the country with several deviation lower IQs, example of Guatemala being 47 on average. When mother taught public school they had to reduce the criteria to be considered retarded to accommodate "cultures" in the 1980s, you'd have half the school being considered such if not. Until scientists update that official number it is what it is. Many are starting to connect the dots as to who is behind it

That’s an assertion with little evidence and most likely unknowable as there is no definition of “speaking a little English” unless there was a standardized test or questionnaire.

If there was a standardized test or questionnaire where they said they can speak conversational English, you would be saying it's useless because we don't know what conversational means. It's a performative semantic stunt that you can apply to anything

Look at the financial dysfunction. hard to afford a kid when a starter home is 2500 a month.
My generation knows we won't even have SS to fall back on when we finally age out.
look at all the divisiveness in the country, hard to feel comfortable in raising a kid in a bad situation where you have little to no control. depending on your leaning do you WANT to raise kids under the next Trump/Biden?
AI is another threat, reality, to deal with.
You have all the wars going on in the world that add to the instability, with the US involved in seemingly all of them.

the "culture" you bemoan rose up as a response to the crappy reality the previous generations left.

“The three-point proficiency scale was only recorded for those who speak a non-English language at home while those who reported speaking only English do not have a recorded proficiency level. There are several concerns about the validity of the English proficiency scale, such as interviewer effects and differing reference points”

Wealthy people generally have fewer kids regardless of race or culture. It's not some evil plan to make whitey extinct.

the last 2-3 generations and probably more thought the same way. Man up, plant your seed and let the good times roll. Kids are great, sometimes.
