So that you don’t have either (1) a punt block returned for a TD to decide the game, (2) Penn State sets up a punt return that gets them either a TD or deep into UCLA territory, or (3) the punter shanks the punt and Penn State gets the ball at like the UCLA 20 with 20 seconds left.
