In college football, it only matters where the ball is located. It doesn’t matter if the player has a foot in the end zone.

I need to know since when can you field a punt as the punting team with your feet on the goal line and it not be a touchback. Those 20 additional yards would have been great there.

Since forever. In college the only thing that matters is the ball. The ball can't cross the plain of the goal line.
