Because that is where the FBI was? For the most part, the vast majority of people were just walking around. Of course, D.C. is a violent place in all by itself. The question should be is why hasn't the government fully disclosed all the government assets there and why did Congress destroy records, imo. I mean people can easily justify the prosecution of some, but that gets all thrown out if government actors were the source of what happened.
