I can only speak from my personal experiences, but yes the brown and yellow folks meander out into traffic at an exponentially higher rate than black and white folks. Might have something to do with the places they live have higher density rates and pedestrians mixing with vehicle traffic is considered normal. Have you attempted to drive from Gatlinburg to Cherokee lately and if so what was your experience. What time and day if the week?

Generally, in Latin America, Americans are warned to change their pedestrian habits and walk defensively with our heads on swivels. Pedestrians do not generally have the right of way, and drivers tend to drive that way. If there are more Latinos walking into traffic, it'd almost have to be an over-reaction, and they think they're acting more like Americans when they are acting more "American" than Americans.

In Japan it is the opposite. Drivers yield to peds. There exists a level of trust pedestrians have the drivers will stop, formed over decades of experience, which I do not possess.
