Because it is the absolute best product for what it was used for. All that needed to be done was increase the safe handling procedures for the workers within the industries it was used. For the normal consumer it wasn't a danger.

Make and build things with better heat/fire resistance for a lot less. A lot of the materials and chemicals used to replace asbestos have been found to be even worse as far as being toxic or a carcinogen.
