Depends on their probable cause.

Take Loud's marshall example. The report says he matched the description of a suspect.

Or maybe they talk to someone with a heavy accent and broken english. It's justified to assume they are not a citizen.

A first generation doesn't need a passport. They are an american. There are other records which document their citizenship.

There are redundancies in place which means people don't have to carry the passport daily. But they do need to produce it when required.

Passport comes with an id like a drivers license. It’s not a problem to carry every day

Rather I’m stating “you can easily show you are not the person of interest or that you are a legal resident if you do have identification”, thus decreasing your odds of being wrongfully detained
