Have you checked with the Army Corps of Engineers and DoD? They’re always looking for environmental professionals for consulting. All Fed Civ jobs too.
I think the Corps has a hiring freeze on right now? I've had talks with a DOD/DOE contractor. Thought I'd hear today but should know soon about an interview.
 
Just finished PhD in Crop, Soil, and Environmental Sciences. Got hired at USDA-ARS was supposed to start this month.
I have very little knowledge of your industry. However, I’ve been on a local city commission where TDEC has been instrumental in several areas. I’m sure you know what you are looking for. Just passing on the link to their site. At least it would get you into our great state.

Applied to a TDEC job in Nashville a few weeks ago. Several friends from UT work for TDEC now. Haven't heard back from the job I applied for yet. One issue I've run into is that the jobs I'm qualified for I'm not eligible to apply because they're restricted to current state employees only. The jobs I'm overqualified for won't pay enough for us to afford the move due to the current rent and home prices.

I was afraid you were over qualified for a bunch since you have a PhD. Your friends can vouch for you, but a UT person should automatically qualify as a current state employee. I wish you well.

In baseball, hitting "for the cycle" (a single, double, triple, and home run in one game) is considered more rare than hitting four home runs in a single game, as only a handful of players have ever hit four home runs in a game, while achieving a cycle is still a very impressive but slightly more common feat.
