Trump promised to make infrastructure projects a priority of his 1st term in office, but never got anything done. That was because there isn't any political reward for infrastructure legislation. Even though both parties will agree that some of these projects are desperately needed, there is no political incentive to take legislative action because by the time the projects are completed, the current Presidential Administration will have left office.

Biden will receive no credit or political reward for these projects when they are finished, but they needed to be done. In fact, Trump will probably take credit for them if they are completed while he is President. However, a well-informed person will know that Trump never did $hit about America's crumbling infrastructure. A President who didn't care about immediate political reward had to be the one to do it.
