Is there and NFL team with a decent coach that actually makes generally good picks each year?

1) No.

2) Nor really can anyone long-term. Just simple statistics say a majority of players will fail. Therefore the drafters will constantly fail too.

It's a non-zero sum game. Just good entertainment.
