That is ridiculous. If the point was simply to insist that NATO members pay their membership fees, that can be done without making threats or mentioning Russia.

Trump simply did not have to say that he would encourage Russia to "do whatever the hell they want," to a strategic American ally, following a hypothetical invasion, simply because of delinquent fees. That was impulsive and irrational of Trump.
