I think a big reason why they do it that way is that there are only 18-20 teams in those leagues and every team plays every other team 2x, once home and once away. They get their playoff fix in the various Cup competitions (Champions League, FA Cup, etc.). In a big country like the US it also makes sense to select playoff teams from geographic divisions for ratings. Geographic divisions, especially in smaller European countries, aren't needed and they'd have to change often due to promotion/relegation.

Every team playing every other team the same number of times, home and away, could actually be done in every professional league except the NFL. But they'd never do that.
