I don’t know where you are getting that but the document itself was signed by only the heads of state of the four signatories. US law is what requires Congress to ratify formal treaties however this abomination document was purposely not treated as a formal treaty on purpose by the US even though it carries many of the defining properties of a treaty according to international law. That was on purpose, the ambiguity. It’s really a horrible document and not a good look for us I think

I’ve never heard that Blinken senior was involved in this. The lead negotiator was Steven Pifer whom later went on to become the Ambassador to Ukraine I believe. He is the one I hear cited most often on the US assurances of lethal aid if they are required.
