Maybe not, but relaxed policies make it easier to move a deadly drug that's already not that hard to smuggle into the country. even though the so called war on drugs has never been really successful, mainly because the CIA and our drug agencies facilitate drug smuggling, there is an earned perception that if you open the borders to a flood gate you don't care what these people do to your kids, even though they did not force your kids to put drugs in their bodies. In a perfect world everyone would have 6 figure jobs. But, that hasn't existed since the dawn of man, so there is a faction of humanity whether desparate or souless, that will do whatver is necessary to make a buck. And grow numb to it in the process. And train others to do the same. The only true way to fight drugs, is to not take drugs. If you don't buy drugs, supply wanes. However, I refer back to the notion that however fruitless it may be to declare war on drugs and the illegal immigrants that pack it in, a POTUS' indifference to it resonates with victims families as one who doesn't care about the people he was elected to serve. Which brings us to the one greatest reason all of government has become so despicable in the US. Politicians have evolved to believe they have been elected to govern by strong arm and to become rich and do whatever they want and we can't question it. They were intended to be public servents of the people and for the people. To your point. Biden did not put the drugs in that child's body. Neither did MTG or Trump, or anyone else. But, because of his policies and his comments, he is perceived to not care. That IS on him and anyone like him.
