They will just go back into debt, it's a never ending cycle. Price of (whatever) commodity goes up farmers borrow to produce more, price goes down they borrow to produce more.

If we were completley energy independent I don't see how selling off a good portion of the reserve is a bad military move, hell we won WWII without it and I doubt we ever see war on such a large scale like that again.
