Declining from 10 to 6? Probably not. Declining from 3 to below replacement level? Sure, that is a HUGE indication of a weakened culture.

NoVa Northern Virginia - basically the DC suburbs. Higher income than most of the state, higher educated (by statistical measures - college degrees) than the rest of the state, and predominantly democratic with a population density to skew overall state politics ... blue because the inhabitants are part of the fed bureaucracy who don't want any conservative ideas cutting into their jobs.
