The whistle is not relevant! The ruling was his forward progress was stopped short of the goal line. It's over at that point. There is nothing Replay can do with it.

I heard them talking about that Last night. They said the line judge or whoever is responsible for that call, called the play then the whistle blew and his call is what matters.

I’d like to ask why you have replay if it’s not to correct mistakes.
It doesn’t matter if he ruled forward progress stop if there’s no whistle. The athletes play to the whistle. So anything before the whistle is reviewed. Even an incorrect forward progress that only he knew about
