How does signing guys that would play in 21 count against the allotment for 22. No one in the class of 22 is playing in 21!

It's blueshirting. Counting your initial counter to the next year (assuming they meet 2 other requirements). But now there are signing limits as well and you cannot count forward signing spots, only initial counters. It has partially killed off blueshirts, but not completely.
