And people hate "price gouging," when jacking up prices would keep this jerk from hoarding and making it where I can't find enough gas to get to work. $5/gallon for a week and everyone would take only as much as needed.

If he can't operate his equipment, then he can't work, and if he has guys operating that equipment they can't work either..I'm sure he thinks your job is more important than his...that is not greed.
