I don't think it's bad. Clearly it's addressing the racial element. Not everybody has to end up at the same place. But black people and white people as a distribution should, that should be the end goal. And there are a number of things at play, but one of those things is an unequal starting point. And one of the contributors to that is generational wealth that was denied to black people. Look I don't agree with Democrats, but Republicans need to get a plan to address that the black community needs lifted. My plan would be to end the drug war, invest in those communities (schools, community college, and recreational facilities), and subsidize manufacturing to bring back wealth building blue collar jobs.
Only the dumbest of the dumb don't see exactly what the progressives, the liberals, the ones in control of the Democratic party, ultimate goals are.

Unfortunately welfare as it works in this country doesnt actually build up anyone. Not sure what the right term is here but the recidivism on welfare is right around 60%.

Only ~30% are on it for one year.
~43% are on it for less than 3 years. I couldnt understand if this includes the 1 year group or not.
Seems like we need a much better way of helping people than welfare. According to that article the biggest decrease in welfare has come under Trumps policies in 2018. Which would fall at the tail end of the 3 year buffer from Obama.
Best way to help people is to make them take care of themselves. Doling out money doesnt fix anything.
Yeah that's really not the way it happenedThe drug war, particularly in the 90s, was done because crack cocaine was decimating black neighborhoods. Getting these drug dealers off the streets was a big help. South side Chicago is run by gangs dealing drugs. Those neighborhoods need to be cleaned up.
