That is a "total" number including: fans, ushers, ticket takers, Concessions, Custodial, Press, EMS, Police, Fire, etc. There are a little over 96,000 seats, not counting the sky boxes. I believe DP said they cap tickets distributed at 96,500.
But your figure is probably pretty close. Plus, I wouldn't be surprised if a few extra were allowed in. Why not?

I've been surprised watching NFL and college games with reduced capacities at how much noise there is in some stadiums.
I know that's been a thing especially in the NFL and MLB. Still, it's surprising what a small crowd can sound like in a bowl or a dome.The media outlets are piping in crowd noise. During one of the games, the announcers said they’re using sounds from actual games in similar situations ... ie, they pull a sound from a previous 3rd and goal in the 4th qtr to match what the crowd “would” sound like on that down.
