Normally. National emergency declarations modify norms, and can modify them drastically depending upon how the executive wields that power. The declaration itself is a plenary power. If the president had used the DPA to direct Silicon Valley giants to develop a tracking system, they protest and the governor takes their side, I think the president clearly wins that battle and in effect, tell the governor what to do. If a gov is sitting on assets the Fed decides are needed in emergency, I think a president steamrolls the gov in court if necessary.

I think Trump is wrong to position the argument in this fashion, and governors wrong to position 180 degrees opposite. They'll work this out.

Just checked and the only networks still covering this press conference are the Fox News channels and the C-span channels. ABC, CBS, NBC, CNN, HLN, MSNBC, CNBC and even PBS all cut away a long time ago. So, this is essentially just preaching to the converted at this point.

Really, I think there are more of you anti-Trumpers watching Fox news than conservatives. At least it seems like it from the comments made on this forum.

That is akin to saying that Kamala Harris didn't call Biden a racist. She just insinuated it after saying he wasn't a racist.
