If that were the case (on the whole) we wouldn't be talking about state or federal orders being a necessity.
I had this conversation several days ago when there were rumors of a Fed order (or state). The question I asked the person was "whats the first thing you do when that becomes reality?"
Their response. "Go to the store!" It sounds like the prudent thing to do. Stock up and hope you don't need to go back for days. The problem is a lot of people think that way. It doesn't take much intelligence to figure out what happens next. Heck, before TN actually made it law people were packing stores and buying up.
Yeah, I know. I saw the same thing yesterday, it'd be damned near impossible to stop the grocery rush following a stay at home order. It may come down to having certain times for different people to go shopping. Not sure how it would be done, but these are things, I hope are being thought about.
