He's watching what the American people think about the airlines and knows they are universally hated. He knows that if he just gives away money to the airlines, he'll take hell from both sides.

If companies are going to be given hundreds of billions of dollars the money needs to be used to maintain the business long enough to overcome the virus. That's it. Pay your employees, keep your infrastructure in place and in working order.

Anything other than that the money is wasted.

I have to believe that remodeling falls under construction. If the house/building isn't occupied, I'd say you'd be golden.
